In the last week of campaigning for the election of the candidate Bogota Mayor Moreno with an interviewer's question I accept the possibility of buying votes if this would contribute to prevent the city was in the hands of a corrupt mayor and a bad reputation. Moreno frankly accept that possibility, without a second thought and it appears that his response was spontaneous product of a mistake, or lightness, but of his own conviction that a lesser evil is justified to avoid a greater evil.

This response brought a big controversy in Colombia and made intellectuals, journalists, academics and of course politicians to give their views on the moral issue of the lesser evil and its application in cases of public life.

The example was recently in Colombia to the paramilitary phenomenon.

Indeed, the para-militarism was born in Colombia with the justification that was a lesser evil to support the illegal armed groups to defend society from the guerrillas who were considered the greater evil. When the late 80's and early 90's came the first groups of self-defense in order to protect society in general against the onslaught the guerrillas, the common people in Colombia felt that this phenomenon, although illegal, may have been the way to combat the guerrillas and that some gave financial support and other moral support by their silence and acceptance. In the background was this as a lesser evil to counter the communist guerrillas took power in Colombia. This did not escape nor the politicians nor businessmen, nor the church and less the average citizen. All somehow saw a glimmer of hope in the actions of these groups and their principal leaders became idols and regional leaders.

This recent history shows that before then the moral principles of justice and order is not may be transferred in a rigid application of laws and constitutional on the grounds of the lesser evil. Do is open a door for the excesses and a justification for violating the law. Jorge Pineda H
