The Colombian people and thanked President Uribe for his administration. A majority chose the representative of their policies and who gives a guarantee of continuity of the Democratic Security and the transformation of the state under the lineaments of the Uribe doctrine. Eight years ago when the Colombians, by an overwhelming majority, gave him the mandate to President Uribe to rule, hoping to change the destiny of the nation, Colombia was a viable democracy. The political country was on the verge of collapse, guerrilla violence and drug lord controlled a significant part of the country, the paramilitaries, with the support of some members of the army and the approval of sectors of the population, exerted an advocate of productive activities and some communities attacked by the guerrillas, and despair and frustration was widespread.

Indeed, the three branches of government were unable to maintain democracy. The executive, for many decades, had been inefficient and inept at running the country. The daily administration gave ground to the insurgent groups and had lost control over part of the country. Its armed wing, the army and police were demoralized and partially committed irregular groups. The legislature was dominated and driven by the corrupt traditional political class and lacked any moral standing to promote a change. And Judicial overwhelmed by rampant impunity, was unable to exercise its constitutional role.

None of the branches of government power was able to exercise a leadership change and debug. Uribe

understood this problem and decided from the executive branch to take action to return to Colombia in hopes of having a viable democracy. Initiated the change through the exercise of authority, supported by the legitimate use of arms.

His first battle was the Democratic Security. Strengthening law enforcement. His professional. Equipment. His commitment to exercise authority under the rules of the constitution and respect for human rights in order to give all Colombians security. Purpose is not yet over but it leaves a very good way. Simultaneously


undertook the modernization of the Executive and state enterprises. I advocate making the executive branch effectively manage resources and respond appropriately to the needs of the Colombians. Great changes have been made in education, health, state enterprises, communications. In general the country takes the path of economic growth and investor confidence.

The President knew that all branches of government had to transform and thus achieve the balance that a modern democracy requires. For this he decided to exercise from their position and pressure actions, respecting the independence stipulated in the constitution, pointing and weaknesses evident depth of other branches of public power. Treatment by a referendum induce fundamental changes in the other two branches, but not successful. Then look for other ways to achieve the same end.

There is no doubt that the Legislative branch has changed. The law of demobilization of the AUC, proposed and promoted by the executive uncover the relationship of these with some members of the legislative chambers. This order was accompanied by reforms that have allowed some refinement and greater transparency in its legislation. The fact that over 60% of the newly elected Congress legislators this compound is a new sign of change. It is true that some of these still represent the old political class, but even so, the new Congress represents a major advance.

With the Judicial branch has been more difficult. No doubt this is deeply politicized and inefficient. Impunity is the worst misfortune that even in Colombia. It is so politicized, that its Supreme Court, the highest governing body of the Justice in Colombia, has not been able to name some of its officers and its President is acting. It has not been able to name the Attorney General's Office. The Supreme Court somehow lost their dignity. The counterpoint to the President uncovered this reality. Very little could be done to President Uribe that Justice was reformed, but somehow hit the nail on the head and leaves the new Congress and the new government the urgent task of transforming it.

All these processes are achieved, or are induced in the greatest respect for the existing constitution, without violating. The executive bound by decisions of other branches of government power, even in cases that did not share. It gave a clear freedom of press and opinion. Three new parties were strengthened, The U, The Democratic Pole and the Green Party, significantly expanding the policy options for citizens and given life to a greater community participation in decisions of the state, communities that for decades was restricted and ignored by the control domain and the leaders of the two traditional parties had about the whole thing public.

This was thanks in large part by security, with President Uribe took the name Democratic, precisely because through it the country is more tolerant, are allowed to disagree, think and think differently, and give guarantees all. 8-2010 There is no doubt that Colombia is experiencing a process of selecting the next president very interesting. For some the priority is the law, for other education or health, safety or other employment. But all agree that there are some basic elements that streamline and consolidate to move to Colombia. Security, combating corruption, strengthening of justice, education, health and economic growth.

This leads me to conclude that the current dispute to the presidency of Colombia is more personality than programs. Character is more than parties. It is more than mood, leadership and charisma, selling ideas or plans of government.

As stated by President Uribe the country's endemic violence has been. Since the 40's of last century, the country has only lived a few years in peace, for the home front. We had political violence, then the guerrilla, the paramilitary, drug trafficking and a lot of crime. So the success of the theory and practice of President Uribe, represented in democratic security, which in essence is the use of authority and public force to ensure public safety within the framework of democratic and constitutional norms.

What we have advanced security can not be lost. And in a way ALL candidates support the security policy with differences of emphasis.

The question is then whether candidates have the decision, the character and spirit to continue the democratic security successfully.

If the race was more balanced among the six candidates would be very interesting to analyze them against the profile of the leader the country needs. But unfortunately at this point and according to surveys, the options are reduced to the candidate of the U and the Green Party candidate. Mockus

candidate representing academia, intelligence, the change in political practice as an independent and traditional politics without meaningful representation in Congress. That has encouraged many young and not so young to join the campaign, thanks also to the traditional political scandals. Santos

candidate clearly represents the current government and is the heir of President Uribe. Has the backing of party U, and has good representation in Congress. He has extensive experience in the management of the state. Advocates of all Coast success of democratic security are definitely at his side. Colombia

a leader today needs to forward security and authority. Have the talent and determination to combat FARC and terrorism. That has the capacity to confront the neighbors diplomatically and even with arms if circumstances warrant. Not frightened by the neighbor who protects, supports and arms the guerrillas of the FARC. And also to have the political ability to work hand in Congress reforms the country is crying out, in the areas of Justice, health, education etc.

Which of these two candidates has the leadership that Colombia needs today? In

I think Professor Mockus conveys candor and transparency, but does not transmit security. It does not reflect the mood to be Commander of the Army of Colombia and keep the pressure on the insurgency. Although it has a strong personality and preparation, does not appear more attractive as the leader of the Green Party. Peñalosa himself voting in the consultation of the parties. His popularity soared when achieving the accession of Fajardo. There appears to be the strongest leader of the 'Tenors. " I guess the eventual presidency of Mockus, like a "civilian junta" of 4 members and not of a strong President. The Colombia of today is not prepared for that kind of leadership.

Candidate Santos passed continuity, security and authority to manage the armed forces and represents the policies of President Uribe. It is not charismatic, but his experience in the management of state issues only guarantee of peace. Know what you can promise and what it can to comply and not using the appeal of populism to win voters. Know what were the strengths and weaknesses of the current government and has better than to others to continue the good and correct what is wrong. And then there is strong support in Congress, making it easier governance.

In my opinion, the two options available, Santos is the candidate who best represents the leader of Colombia needs today. Jorge
