BE WRONG "the Cuban community in Miami?

To all who have lived in Miami or South Florida for several years is known to the economic and political importance of Cuban exiles and their families. This town was put into exile by the actions of a brutal dictator, an achievement with great effort, hard work and determination, build a prosperous and influential community in South Florida that merits recognition, not only the local communities but also the rest of Americans.

For many years, perhaps since the beginning of Castro's revolution, that's 40 years in power, the leaders of the Cuban diaspora decided to influence the U.S. government that will impose an economic embargo on Cuba and trade. It is clear that the disparity in the size of economies and the proximity of the territories, a U.S. blockade of Cuba would be disastrous for this nation and therefore should have brought the overthrow of the dictator. But this did not happen and it appears that will not happen.

The embargo policy has been consistent over time, independent of the President. For an analyst it is evident that this line of conduct has been designed and directed by Cuban exiles and not by governments. It is so powerful economic and political clout of Cubans in Florida, that no president and no candidate is less able to take a different path indicated by the most visceral enemies of the Castro government. The Florida vote can be decisive for the election of the President, we saw in the first election of President Bush, and Cubans are the most weigh in the final results in Florida.

Economic embargoes have not worked. Have a similar effect on the people, who were the sites of cities in medieval and other periods of human history, what they do is to unite a people around their leader to fight the aggressor. In modern times these economic blockades have not worked. Did not work in Iraq, Hussein had to be deposed by invasion. Not work against Gadaffi in Libya, have not worked in North Korea and even in Cuba.

Is not then the strategy of the Cuban exile terribly wrong?

An economic and trade openness accompanied by the release of the family trips to the island and also because tourists and business Americans could bring development, wealth, job opportunities, new technologies, communications, and most importantly the Cuban people would receive a greater influence of other cultures and have more access to other schools of thought. This could give even under the control of the dictatorship and the obvious example of this is possible, is what happens in China, which is progressing rapidly economically but politically it has become an absolutist and undemocratic regime.

If the overthrow of the Castro regime and was no longer going to be through economic, because they test a new way? Why continue sacrificing the Cuban people with ineffective measures, dictated by exile, but born of hatred and resentment, and do not respond to a pragmatic and constructive policy that can bring benefits to ordinary people? How many Cubans now desperate economic situation, which are released into the ocean as boat people seriously endangering their lives, they would stop if they had jobs and a better chance of being in their own country?

The lifting of the embargo and opening up the island does not guarantee by itself the change in attitude and policy of the Castro regime, but the new leader of the Cuban revolution, Mr. Raul Castro, Shy has shown signs of change and has requested the removal of the embargo. Signs will remain timid while his brother Fidel alive.

This is a great opportunity for the Cuban exile community and U.S. government change its policy toward the island and thus give a respite to the people that need it and deserve it. This no doubt accelerate the non-violent change in Cuba and would be far more effective than the permanence of the economic embargo.

CRISIS IN THE ANDEAN REGION AND THE RIO GROUP

The last week was full of Latin American news alarming by the crisis in the heart of the Andean countries, Colombia, Ecuador and Venezuela, because the military operation in Ecuadorian territory and close to the border with Colombia, by the Colombian army for removing the second man of the dome the FARC.

The reaction of outrage from Ecuador, was strong and made it clear that his government would call for international solidarity action to condemn the violation of its territory, the Colombian government's apology and the promise and assurance that this would not happen again. What no one calculation was that President Correa, let themselves be misled by anger, haughty and arrogant leader has led his country to break relations with Colombia.

Ecuador, perhaps due to inexperience in international affairs of President Correa or bad advice from friends, take an action that is only used in extreme cases of imminent war and for reasons which are larger, even more, being a brother country which has shared its origins and its history.

the other side, and for the same reason, appeared shouting Venezuela against Colombia, a relationship which was already damaged by the discomfort of President Chavez to be separated by President Uribe in the mediation with the FARC. In this case Venezuela is no longer acted for reasons of sovereignty, or state, but simply by personal whims of hypomanic head of government in Caracas. No one understood the extraordinary action of Chavez to militarize the border with Colombia, threatening war, close borders, to expel the Colombian ambassador in Caracas and close its embassy in Bogota, only under the guise of solidarity with Ecuador. Chavez did not speak of breaking relations with Colombia, it was cautious, although in practice the actions taken had implied a unilateral rupture.

And for the height of the ridiculous, out of nowhere, for no reason, appeared Nicaragua, ruled by a veteran Sandinista, uneducated and a bully, a friend of the FARC, which irresponsibly decided to break relations with Colombia in solidarity with the government of Ecuador. As if!

This whole scenario was tempered by tepid support to Ecuador for all Latin American governments, which for obvious reasons had to condemn military action in a neighboring country, and for statements, these needs are, resolute and firm U.S. Government . UU. Colombia accompany and defend the principle of self defense and fighting terrorism.

In the background, documents and information discovered by the government of Colombia in the computers of the guerrilla leader completed, giving a clear x-ray of how the tentacles of Chavez and his Bolivarian revolution is closely tied to the success of the actions of the FARC, in its efforts to destabilize the Colombian democracy. These documents stripped of Chavez's intentions and stressed that the government of Ecuador, but has not publicly supported the rebels of the FARC, if perhaps professes great sympathy and admiration for them and most likely they have provided logistical support in the border . Documents
still coming to light and that will be studied and analyzed by the responsible international agencies to curb and prosecute the actions of terrorist groups and will surely leave a poor showing on the governments of Venezuela, Ecuador and Nicaragua.

And to close the week, as if a chapter of reality television, it appears the meeting of the Rio Group in Santo Domingo, Dominican Republic. Meeting frankly delusional, to say the least, where after speeches frivolous, repetitive, supports warm to Ecuador and a compounder Chavez, come embrace the Presidents involved, the countries re-established relations, open borders and all this without any mediated any substantive action against Colombia.

This was also without President Uribe had changed its position, previously established and confirmed with an intervention, courageous, dignified, defending the right of Colombians to fight terrorism and live in damaging peace without the intervention of neighboring governments, nuanced gestures of humility to appreciate the wrongfulness of his government to violate the territory of the neighboring country.

These events further demonstrate the Tropicalísimo and lightness with which this rule in some Latin American countries. It does put in mind the great harm that is causing Venezuela's oil wealth in the hands of an egomaniac hypomanic believed to be the reincarnation of Bolivar and is more interested in intervening to neighbors and expand their style of government, that meet the needs the Venezuelan people.

Few left in Latin America we hope to achieve someday a more developed region and better welfare for their people, while we have this kind of irresponsible and populist leaders in particular as long rule in Venezuela, Colonel Hugo Chavez Frias. Jorge Pineda
